Holburt, Chief Engineer <br />Colorado River Board of California <br /> <br />All rivers carry dissolved salt, but the Colorado River is saltier than most. <br /> <br />The Colorado River's high salinity has been receiving nationwide attention recently. <br /> <br />President Echeverria of Mexico in his meetings with President Nixon last year stated <br /> <br />that the Colorado River salinity question was "the most important single issue <br /> <br />between our two countries". On August 30 of this year, agreement was reached be- <br /> <br />tween the two countries on "That is described as "the permanent and definitive <br /> <br />solution" to the problem of the salinity of the Colorado River >rater delivered to <br /> <br />Mexico. <br /> <br />The significant problems experienced by Colorado River water users within the <br /> <br />United States are also receiving national attention; >rith the introduction in <br /> <br />Congress by representatives from all seven Colorado River Basin states, Arizona, <br /> <br />California, Colorado, Nevada, New Mexico, Utah, and Wyoming, in May 1973, of <br /> <br />legislation that would establish a major Colorado River Basin salinity control <br /> <br />program and authorize the construction of the initial salinity control projects. <br /> <br />This program will achieve reductions in the river's salinity that will benefit <br /> <br />users in the United States as well as Mexico. <br /> <br />It can be anticipated that an overall solution to the salinity problems of the <br /> <br />Colorado River that will benefit both United States and Mexican users >rill be widely <br /> <br />discussed in the ensuing months.
