The Fort Morgan Canal was picking up <br /> <br />. <br /> <br />this extra 80 second feet djrect1y from the river. This meant <br /> <br />that water shown as having been released from Jackson Lake Reser- <br /> <br />~ . <br /> <br />voir was not actually released. The result is that there was <br /> <br />water stored in the reservoir but not shown on the records, which <br /> <br />undoubtedly belonged to someone else. The yearly reports do not <br /> <br />show that this water was ever run out of the reservoir. <br /> <br />Since the Jackson Lake reports do not reflect who actually <br /> <br />receives the water, it seems odd that John L. Samples would tell <br /> <br />Doney to turn out water for certain ditches, based upon the proper <br /> <br />transmission time from the Jackson Lake outlet to the ditch in <br /> <br />question. Doney said that it takes approximately 22 hours for <br /> <br />water to reach the Upper Platte and Beaver, and 46 hours to the <br /> <br />Lower Platte and Beaver and to the Deuel and Snyder. All releases <br /> <br />to the Bijou are by exchange. <br /> <br />(Interview, Clayton Doney, 2/8/67). <br /> <br />3. "Exchange of Storage" Practices <br /> <br />Osborne then tried to explain to us the so-called "exchanges <br /> <br />of storage" between reservoirs in the area about which we heard <br /> <br />a great deal during our investigation. His explanation was not <br /> <br />. <br /> <br />completely satisfactory and we were left with a considerable amount <br /> <br />of confusion. Since Osborne seemed knowledgeable on most water <br /> <br />matters, we were rather surprised to find that in this one area <br /> <br />. <br /> <br />he was somewhat lacking. It was Osborne's impression that reser- <br /> <br />. <br /> <br />voir exchange is handled entirely by John L.
