Disputes between Water District Nos. 1 and 64 <br />According to Ralph OWens, the controlling factor in water <br />administration in the lower part of Irrigation Division No. 1 is <br />the very senior priority of the Sterling Ditch (usually called <br />Sterling "No.1" Ditch), which is located in the lower end of the <br />Division in Water District No. 64. Its priority is dated 1873, <br />and its headgate is about 3 miles southwest of Sterling. It often <br />calls for water from upstream, and junior ditches must be shut <br />down in order to supply its need. The highest junior ditch <br />which must be shut down to satisfy these calls is known as the <br />"critical ditch." <br />In the early 1900's there was a series of major lawsuits <br />among ditches in Water District Nos. 1 and 64. This litigation <br />resuliEd in the issuance of injunctions against the ditches and <br />the Water Commissioner in Water District No.1, against their <br />interference with the water needed to supply certain senior ditches <br />downstream in Water District No. 64.
