<br />SECTION II <br />STATE WATER ADMINISTRATION IN THE <br />LOWER SOUTH PLATTE VALLEY <br /> <br />~ <br /> <br />. <br /> <br />Water adm~n~stration by the State of Colorado is accomplished <br />through the Office of the State Engineer (presently A. Ralph <br />owens). The State is divided into seven large main river drainage <br />areas, known as Irrigation Divisions, each of which is under the <br />direction of a Division Engineer. The Division Engineers work <br />under the supervision of the State Engineer, and have the respon- <br />sibility of directing the work of the Water Commissioners in their <br />Divisions. <br />Each Irrigation Division is further divided into Water <br />Districts which cover smaller areas within the Division. The <br />Water Commissioners in each Irrigation Division administer the <br />water in their Districts according to the appropriation doctrine, <br />and orders of the Court. They are sometimes assisted by Deputy <br />Water Commissioners. <br />All of these officials, plus Deputy State Engineers, Hydro- <br />graphers, etc., are under the Classified Civil Service of the <br />State of Colorado. <br /> <br />. <br /> <br />l <br /> <br />. <br /> <br />II-A. IRRIGATION DIVISION NO.1 <br />Irrigation Division No.1 comprises the entire watershed of <br />the South Platte River from South Park to the Nebraska state line <br />downstream from Julesburg. The lower portion of Irrigation <br />Division No. 1 (that portion of the South Platte Valley lying <br />downstream from Denver) is comprised of Water Distr~ct Nos. 1, 2, <br />3, 4, 5, 6, and 64.
