This is done by separating the canal into "divisions"; <br /> <br />.. <br /> <br />. <br /> <br />the conveyance loss for each division is calculated separately. <br />In 1966 a farmer in division 1 received about 10 acre-feet at his <br /> <br />farm headgate for each 12 acre-feet turned out for him at the <br /> <br />. <br /> <br />reservoir outlet; in division 2 the delivery was 8-1/2 acre-feet, <br /> <br />in division 3 it was 7 acre-feet; and in division 4, 6 acre-feet. <br /> <br />Those farmers and ditch companies holding "private rights" <br /> <br />in the Company reservoir, and who irrigate from a ditch other than <br /> <br />the Riverside, pose difficult problems for the system. Formerly <br />their water was released on demand from the reservoir, through <br /> <br />the outlet canal to the river. upkeep of the outlet canal was <br /> <br />difficult, and transit losses in the river were. great. As a <br /> <br />result, the Company has developed a policy of having the District <br /> <br />lease as many of those "foreign private rights" as possible, each <br /> <br />year, so that the water can be delivered to the District taxpayers <br /> <br />under the Riverside system instead. The Company then leases <br /> <br />other "private rights" in other reservoirs, such as Prewitt Reser- <br /> <br />voir or Jackson Lake Reservoir, and delivers that water to the <br /> <br />. <br /> <br />owners of the remaining "foreign private rights" in lieu of their <br /> <br />, <br /> <br />Riverside rights. Sometimes the District utilizes its C-BT a110t- <br /> <br />> <br /> <br />ments to provide water for these unleased "foreign private rights" <br /> <br />but this is inefficient. The result is that the outlet canal to <br /> <br />, <br /> <br />"- <br />.the river has not been used for several years, and no Riverside <br /> <br />. <br /> <br />Company reservoir water is released to the river for the "foreign <br /> <br />private rights". <br /> <br />(This system raises serious internal accounting questions <br /> <br />WOODWARD.CLYDE_SHERARD AND ASSOCIATES <br />
