ASSESSI'IEtlT AllD FWDING OF NO SIGllIFICAlIT IMPACT

In response to your memorand~m of October 9, 1980, the Office
of Enviro~~ent has reviewed the above environmental assessment
and proposed Finding of No Siynificant Impact. The western
Area Power Administration proposes to adjust power rates
charged to customers of the Colorado River Stol.."age Project in
order to accomplish timely repayment of project investment
cost.s assigned to the power function. Repayment studies show
that a rate increase of 25.8 percent will be needed to meet
that goal.

Alternatives to the proposed action have been analyzed and
explained in the two documents. The Western Area Power
Administration's latitude to propose an alternative rate
structure or level is limited by statutory requirements.

The rate increase will cause no change in the operations or
output of the Colorado River Storage project. Switching by
customers to other sources of electrical energy is unlikely
because the rates charged by utilities in the area range from
approximately 118 to 191 percent higher than the proposed
rates for the Colorado' ~iver Stol.."age Project. Thus, it is
expected that the rate increase will have minimal or no
impacts on the environment.

In accordance with the Office of Environment's responsibilities
under Department of Energy Order 5440.1, and after consultation
with the Office of the General Counsel, the environmental
assessment is approved for publication. On the basis of
information contained in the assessment, it is clear that the
proposed rate adjustment is not a major Federal action signifi-
cantly affecting the quality of the human environment.
~herefore, an environmental impact statement is not required,
and tne Finding of No Significant Impact is approved.
