<br />\ <br /> <br />. <br /> <br />. <br /> <br />The Pacific Southwest is one of the most rapidly developing areas in the <br />Nation, both industrially and populationwise. Colorado River water for <br />municipal and industrial purposes is supplied to approximately 130 incorporated <br />towns and other communities in this area with a population of about 10 <br />million people. This water supply, which totalled about 1,200,000 acre-feet <br />in 1968, ranges from a minor 'supplemental supply-for some entities to a <br />complete supply for others. <br /> <br />8. Environmental Impacts of the Proposed Action: <br /> <br />1. Impacts on the social and economic environment: <br /> <br />As stated previously, under DOE procedures the need for an environmental <br />statement to support a PMA rate adjustment will depend on five factors that' <br />will be discussed below. <br /> <br />A cursory analysis of the rate adjustment and its alternatives indicates that <br />it will have no effect on the cultural and/or recreational resources of the <br />Colorado River Basin. <br /> <br />a. Size of increase <br /> <br />From the review of the data developed from the public forums and <br />comments, a revised rate adjustment was proposed. The proposed rate <br />is a 25.8'percent increase or 1.69 mills/kWh at a 58.2 percent load <br />factor.. . <br /> <br />Throughout the public involvement program described in Section VI of this EA <br />the issue of apportionment of funds to the states in accordance with Section <br />5(e) of P.L. 84-485 was raised. This apportionment is embodied in the <br />alternatives discussed in this EA. Studies indicate that the proposed rate <br />increase could be reduced to about 15.1 percent (instead of 25.8 percent) <br />under the different apportionment scheme. This is because the present <br />apportionment scheme, as mentioned in Section IV, results in a credit to some <br />states in excess of amounts required for currently authorized participating <br />projects; this excess which is referred to as surplus-surplus will accrue <br />to the Basin Fund. Western will follow the historic interpretation of <br />the law (P.L. 84-485 5(e)) regarding the handling of revenues. <br /> <br />b.
