Irrigation improvements <br />may be installed on lands identified in the conservation plan, A close <br />correlation between planned improvements and installed improvements <br />should result. <br /> <br />During development of an LTA with an individual farmer, local site <br />specific wildlife impacts will be identified and a determination made <br />of the techniques or practices required to protect and improve wildlife <br />habitat, USDA encourages establishment or improvement of wildlife <br />habitat during planning with individual landowners, Participation in <br />the program or any cost sharing practice is voluntary, An LTA with the <br />landowner may extend for a maximum period of ten years, A landowner <br />may accelerate the rate of installation shown in the agreement, <br /> <br />The USDA will administer the technical assistance program through <br />the local field offices in Las Vegas, Nevada and Fredonia, Arizona over <br />a ten-year installation period. USDA could accept signups under this <br />program until onfarm irrigation systems and delivery systems are planned <br />and approved. Signups for improving the onfarm irrigation systems and <br />the associated management practices will be limited to the 3,495 acres, <br />with surface application systems. The estimated total construction <br />cost of $2,670,000 (July 1980 price base) for the recommended plan includes <br />the surface components of the systems as well as the buried components. <br /> <br />A high cost-share rate is needed to accelerate the installation to <br />obtain full implementation in a ressonable period of time. This was <br />determined by considering net onfarm benefits, capital expenditures <br />required, present local indebtedness, downstream salinity benefits versus <br />onfarm benefits, and acceptance by local irrigators, <br /> <br />Some management practices would be required as a condition for cost- <br />share assistance of structural practices, where such irrigation water <br />management practices are necessary to achieve salinity control objectives. <br />Management practices 'should be implemented concurrently with cost-shared . <br />structural practices, <br /> <br />The federal cost-share applies to the off-farm distribution systems, <br />the onfarm application and lateral systems, and necessary wildlife <br />habitat enhancement facilities. Technical assistance for the program <br />installation amounts to $430,000 over the 10-year period. <br /> <br />The landowner will furnish a portion of the cost to install struc- <br />tures. The landowner will provide all of the costs for management <br />practices, maintenance and replacement. This money may be available to <br />the eligible landowner in the form of low interest loans through the <br />Farmers Home Administration (FmHA). If FmHA assistance is anticipated, <br />that agency should be alerted to target funds for management plans, <br />Such assistance allows the landowner to accelerate his installation 'of <br />practices, <br /> <br />Onfarm and off-farm <br />are shown in Table 13, <br /> <br />salinity control practices and associated cost..s 111 <br />.
