Under both the No Action and preferred alternatives there are no disproportionate negative
impacts projected on any particular group ofindividuals.

Summary and Environmental Commitments

In summary, the primary effect of the proposed action would be to allow endangered fish to
migrate into upstream habitat and assist in the .recovery of these species. The project is designed
and would be operated to avoid impacts or harm to existing water users, uses, and water rights.
The rifile and pool design is experimental, but this concept may be incorporated in the design of
passage facilities at similar low-head diversion structures. Construction impacts would be minor
and temporary, Table 1 summarizes a comparison of impacts of the No Action and preferred
alternative.

Table], Summary of potential impacts associated with the two alternatives evaluated in this environmental document
Alternative] 'No Action' and Alternative 2 'Construct and Operate a Rift1e and Pool Passage' on the
GVIC Diversion Dam in the Upper Colorado River at Palisade, Colorado. 11

Environmental Factor Alternative] (no action) Alternative 2
Ve~etation and Land Use 0 0
Streamflows, Water Rights, and Water Use ++ ++
Wildlife Resources 0 0
Non-native fisheries on ---
Endan~ered Snecies 0 +++
Historic and Cultural Resources 0 0
Socio-Economics 0 0
Indian Trust Assets 0 0
Environmental Justice 0 0
Existin~ Operations 0 -
Allow Natural Mil!ration --- +++

11 (++) indicates some positive impact;
(+++) indicates the grealest positive impact;
(-) indicates some negative impact;
(--- ) indicates the greatest negative impact;
(0) indicates no known impact.

21
