3G2't

~~Jc.:..

Los Angeles, California
December 20, 1954

Board of Directors
The Metropolitan Water District
of Southern California

.'.

Gentlemen:

There is transmitted herewith the repol.t of The Metropolitan
Water District of Southern California for the fiscal year ending
June 30, 1954.

This report covers the District activities for the thirteenth year
since the aqueduct was put into operation in 1941. Since that date
the District has grown in area, population and valuation through
annexations brought on by the war and post war expansions as
well as by drollght and the resulting lowered water ba.,ins. At the
end of the fiscal year the District had an area of 2139 square miles,
a poplllation of 4.576,000 and an assessed valuation of $6,548,-
195,394. At the time the District went into operation in 1941 it
consisted of 13 cities having an area of 608 ~quare miles, a popula-
tion of 2,100.000 and an assessed valuation of $1,900,599.924. The
tax rate was $0.48 pel' $1000 of assessed valuation in 1941, reached
a maximum of $0.50 in 1945-1946, and steadily declined thereafter
to $0.25 for 1953-1954. Water deliveries for the first year of opera-
tions totaled 15.400 acre-feet and steadily increased to 245.960
acre-feet for 1953-1954.

The increasing water demands have been satisfactorily met up
to date. and with the present expansion program of District facili-
ties well lindeI' way. future demands will be adequately met. Since
February 1952, contracts totaling $3.3,100,000 have been awarded
for materials and construction work and $18,487,000 have been
expended to Jllne 30, 1954. The expansion program involving
approximately $75,000.000, ap!lI'o\'ed by YOllr Board, will be com-
pleted by the slimmer of 1957.

Very truly yours,

ROBERT B. DIEMER
Genem/ Manu!/e)' and Chief Enginee!'

\'ii
