Through a number of
flexible incentives, Reclamation is encouraging water users to participate in voluntary water
conservation efforts. We provide education on water conservation, technical and financial
assistance to districts and water users, demonstration grants, awards, and research on emerging
water efficient technology. Reclamation has also developed an incentive-based Water
Conservation Field Services Program to assist districts with their responsibility to develop water
conservation plans and support state/local conservation efforts. The program provides direct
outreach to districts through financial, technical, and educational means.

Recognizing there is no one-size-fits-all approach to water consrvation, BaR is providing each of
. the 26 Area Offices with a water conservation specialist to establish individual, collaborative
efforts with users to improve water management.

Water Recycling
Water recycling, as authorized by Public Law 102-575, is another initiative which helps
Reclamation meet the increasing water demands of the West. Currently, Reclamation is funding
projects in California based on this authority. A new law passed in 1996 broadened BaR's
authority to participate in planning 16 additional water recycling projects and participate in the
planning, design, and construction of two desalination projects -- one in California and the other
one in Nevada.
