Box 640 <br />Durango, Colorado 81320-0640 <br /> <br />RE: Notice of Intent (NOI) to <br />Prepare a Supplemental EIS <br />on the Animas-LaPlata <br />Project, Colorado and New <br />Mexico <br /> <br />Dear Mr. Stodolski: <br /> <br />On April 29, 1992, the Bureau of Reclamation announced in <br />che Fe~ral Reoi~Ler-a-Notice-of Intent (NOI) to prepare a <br />Supplemental EIS on the Animas-LaPlata Project in Colorado and <br />New Mexico. The following comments are provided for your <br />consideration as you review appropriate new information or <br />changed circumstances for inclusion in the Supplemental ElS. <br /> <br />Based on our review of available information, we suggest the' <br />Supplemental EIS process include analysis of the following <br />elements in detail. Some of these issues have already been <br />reflected in your NOl. <br /> <br />o Water quality issues including: 1) analysis of maintenance <br />of water quality standards instream which could be affected <br />by irrigation return flows, 2) analysis of water quality <br />changes as a result of flow depletions in the Animas River <br />and San Juan River, 3) analysis of maintenance of water <br />quality standards in Ridges Basin Reservoir and the drinking <br />water made available by the project to establish the <br />relationship between existing water quality and intended <br />project uses. <br /> <br />o Documentation of information for the proposed 404(r) <br />exemption process to examine whether the project is <br />consistent with the Clean Act Water Section 404(b) (1) <br />Guidelines. <br /> <br />o The need to identify, avoid, and mitigate wetlands losses. <br />As noted by your staff on the field trip of April 30, 1992, <br />these concerns include the possible loss of approximately <br />100 acres of wetlands due to inundation at Ridges Basin <br /> <br />Printed on Recycled Paper <br />
