<br />I: <br /> <br />l <br />i <br /> <br />'. <br /> <br />Mitiqation (230.10(d)) <br /> <br />The proposed project needs to include all appropriate and <br />practicable measures to minimize potential harm to the aquatic <br />ecosystem in order to comply with the Guidelines. Mitigation <br />methods can include avoidance of impacts, minimization of impacts <br />and compensation for unavoidable impacts. These mitigation <br />methods need to be pursued in the above listed sequence. The <br />proposed mitigation needs to be as detailed as possible so that a <br />determination of the implementability and effectiveness of the <br />mitigation can be made. There need to be assurances that <br />mitigation necessary to reduce the project's impacts below the <br />significant degradation threshold is capable of being implemented <br />and will be effective once implemented. We have included the <br />EPA/Corps Mitigation Memorandum of Agreement (MOA) and EPA Region <br />VIII guidance concerning our approach to acceptable mitigation <br />for unavoidable impacts. . <br /> <br />3 <br />
