<br />SYNOPSIS <br /> <br />ANNUAL OPERATING PLAN--WESTERN DIVISION <br />MISSOURI RIVER BASIN <br />1967 OPERATIONS <br />1968 OUTLOOK <br /> <br />GENERAL <br /> <br />This is the si~~n.Yil1 Operating Plan for the system, which <br />consists of Federally owned dams, reservoirs, canals, tunnels, <br />pumping plants, hydroelectric powerplants, electric transmission <br />lines, substations, and other facilities, Most of these features <br />are located in the North and South Platte River Basins in Colorado, <br />Wyoming, and Nebraska, and in the Bighorn Basin in Wyoming, Some <br />features of the Colorado-Big Thompson Project are located in the <br />Colorado Rivet Basin and Arkansas River Basin in Colorado, Yellow- <br />tail Dam and Powerplant is located in Montana, One-half of the <br />capacity and power output of the Yellowtail Powerplant is allocated <br />to the Western Division.!.p <br /> <br />The report has two main parts, One part is historical and reports <br />the results of actual operations for the 1967 Water Year, which <br />extended from October 1966 through September 1967, The other <br />presents operation plans for Water Year 1968, <br /> <br />Proposed operation for domestic use, irrigation, hydroelectric <br />power generation, fish and wildlife preservation, pollution <br />abatement, and other collateral purposes is based on three <br />conditions of water supply: (1) a reasonable maximum, (2) a <br />reasonable minimum, and (3) the most probable, Supplemental <br />irrigation requirements are also estimated for these conditions <br />of inflow on the Colorado-Big Thompson Project, The plan is <br />modified as necessary in accord with changing conditions, <br /> <br />1967 Operations <br /> <br />Seasonal precipitation was normal or above at all system reser- <br />voirs during Water Year 1967, Amounts varied from 101 percent of <br />average at Lake Estes to 143 percent of average at Guernsey Dam, <br />Seasonal inflow to Western Division reservoirs was normal or better <br />in all areas except Green Mountain and Lake Estes, Precipitation <br />was generally well above normal over the system during the summer. <br />There was no appreciable demand for irrigation water until late in <br />July. The demand thereafter was above average, Power system <br />generation was near plan during the first half of the year and well <br />below plan thereafter. Heavy import of MRB-Eastern Division energy <br />was necessary from May through September, Fortunately, there was <br />no shortage of water or hydro-power on the ,main stem of the <br />
