This part of the Atmospheric Water Besources <br />Program will be characterized by a flexibility for accommodating <br />scientific and technical developments; advances in resources manage- <br />ment; social-economic change as the Nation grows and alters in com- <br /> <br /> <br />position; and by a strong water-user orientation to relate the entire <br /> <br /> <br />program to the Nation's growing Water resource needs and increas- <br /> <br /> <br />ing environmental considerations. <br /> <br />Research and Development <br /> <br /> <br />Although major emphasis will be given in the Atmospheric Water Re- <br /> <br /> <br />sources Program to marshalling available and nearly available know- <br /> <br /> <br />ledge, a need is recognized for continuing research and efforts to <br /> <br /> <br />incorporate new ideas and refine early operational systems. For <br /> <br /> <br />example, continuing research and development studies will be re- <br /> <br /> <br />quired to provide new and improved instrumentation for observing <br /> <br /> <br />the atmosphere's complex behavior, to improve data processing <br /> <br /> <br />and computer techniques and applications for greater undeTstanding <br /> <br /> <br />of basic cloud physical processes as they are related to precipitation <br /> <br /> <br />production, and for a host of related topics. <br /> <br /> <br />~~ <br />';:ic <br />J!tf; <br />:~ <br /> <br />Operational Adaptation <br /> <br /> <br />The main thrust of the Atmospheric Water Resources Program is the <br /> <br /> <br />Operational Adaptation sequence.
