oceans, The dedicated efforts of people in agriculture, industry,

universities, and government have produced an im,pressive capability

for managing surface and underground water to serve recognized

needs.

Federal, state, and local governments have long been involved in

broadly based programs for developing water supplies, facilities,

and technology. Their role has primarily been one of responding to

existing or anticipated water resource problems.

Much of the Federal water management responsibility is discharged

by the Department of the Interior which includes some of the 35 to

40 Federal agencies involved in various aspects of the Nation's water

program, This Department collects basic data on the quantity and

quality of the Nation's surface and underground waters. It provides

water for irrigation, hydroelectric power" and municipal and indus-

trial requirements from a vast system of storage reservoirs and

canals, It manages public lands as watersheds and fish and wildlife

refuges., Its responsibilities for promoting outdoor recreation and

conservation have water-related aspects. In recent years,., new

responsibilities for development of desalination technology, encour-

agement of water resources research, and control of pollution in the

Nation's rivers, 'lakes, and estuaries have been added to an already

extensive list, The Department has also been given the responsibility

for conducting a growing program of research into developing the water

resources in the atmosphere.
