<br />.;!f-~:--'::_Y:;~ <br /> <br />OOlHHS <br /> <br />oceans, The dedicated efforts of people in agriculture, industry, <br /> <br /> <br />universities, and government have produced an im,pressive capability <br /> <br /> <br />for managing surface and underground water to serve recognized <br /> <br /> <br />needs. <br /> <br />Federal, state, and local governments have long been involved in <br /> <br /> <br />broadly based programs for developing water supplies, facilities, <br /> <br /> <br />and technology. Their role has primarily been one of responding to <br /> <br /> <br />existing or anticipated water resource problems. <br /> <br />~~si1 <br /> <br /> <br />Much of the Federal water management responsibility is discharged <br /> <br /> <br />by the Department of the Interior which includes some of the 35 to <br /> <br /> <br />40 Federal agencies involved in various aspects of the Nation's water <br /> <br /> <br />program, This Department collects basic data on the quantity and <br /> <br /> <br />quality of the Nation's surface and underground waters. It provides <br /> <br /> <br />water for irrigation, hydroelectric power" and municipal and indus- <br /> <br /> <br />trial requirements from a vast system of storage reservoirs and <br /> <br /> <br />canals, It manages public lands as watersheds and fish and wildlife <br /> <br /> <br />refuges., Its responsibilities for promoting outdoor recreation and <br /> <br /> <br />conservation have water-related aspects. In recent years,., new <br /> <br /> <br />responsibilities for development of desalination technology, encour- <br /> <br /> <br />agement of water resources research, and control of pollution in the <br /> <br /> <br />Nation's rivers, 'lakes, and estuaries have been added to an already <br /> <br /> <br />extensive list, The Department has also been given the responsibility <br /> <br /> <br />for conducting a growing program of research into developing the water <br /> <br /> <br />resources in the atmosphere. <br /> <br /> <br />4 <br />
