~
C'''l
e-
M
c'
C;

others to confirm its title to Colorado River water. As a result of

this litigation, the Bureau of Reclamation suspended work on the

Central Arizona Project pending settlement of the suit. Litigation
between the states has continued since 1952. On December 5, 1960, the

Special Master for the case submitted his report and recommended decree

to the Supreme Court and on June 3, 1963, the Supreme Court rendered a

decision which upheld Arizona's contention that it is entitled to

2,800,000 acre-feet annually of Colorado River mainstream flows.

During the years following issuance of the 1947 Central Arizona Project

report, Arizona has experienced the greatest rate of population growth

in the Nation. The State's water supply problems and needs resulting

from this unprecedented postwar growth and development became so criti-

cal that Arizona officials deemed it essential to reexamine and update

costs for the Central Arizona Project in order that current information

on the project could be provided the Congress immediately follOwing a

Supreme Court decision. 'lbward this end, an emergency appropriation by

the Arizona Legislature in March 1961 made $100,000 available to the

Arizona Interstate stream Commission for contribution to the Bureau of

Reclamation to update costs for Bridge Canyon Dam and Powerplant and to

appraise the Central Arizona Project plan in the light of present con-

ditions. Arizona also contributed $100,000 for a statewide inventory

of water resources under which much of the basic data used in reexamin-

ing the 1947 report were assembled. An additional $30,000 was

contributed by the New Mexico Interstate stream Commission to finance

the New Mexico portion of the project investigations.

.,
