<br />. <br /> <br />. <br /> <br />Report to LUC <br />NarroWl:l f.';ro~ ect <br />Jim Ohi ,-- <br />Page 6 <br /> <br />I would now like to make recommendations concerning further staff <br />action on the Narrows project. The staff requests authorization <br />from the Commission to conduct a comprehensive review of the project <br />for possible further action by the LUC. The staff requests this <br />authorization for the following reasons. <br /> <br />1. There remains a major question whether the actual benefits <br />of the project can justify the innundation of 3 communities <br />and the displacement of 150 farm families from a highly <br />productive farm valley. <br /> <br />2. The Board of County Commissioners of Morgan County has <br />requested the LUC to provide them with any information or <br />concerns that the LUC might have on the project on a <br />continuing basis to help them in their review of the <br />project. <br /> <br />3. The Regional Landowner's Group has requested the, <br />assistance of the LUC in evaluating the wisdom of <br />constructing the Narrows darn. <br /> <br />4; Both EPA and the State Engineer's office have found the <br />draft EIS to be inadequate and both recommend a more <br />through evaluation of the impacts of the project. <br /> <br />5. The project has significant, long-term land-use implica- <br />tions for northeast Colorado which deserve very close <br />scrutiny by state, federal and local agencies. <br /> <br />More specifically, the staff requests the Commission to authorize <br />an in-depth and comprehensive study of all aspects of the project <br />in cooperation with all interested federal, state, and local agencies <br />and the public. <br /> <br />Thank you. <br /> <br />JO/mad <br />
