<br />Also, environmental assessments will be completed in
<br />sufficient detail to support Phase III preliminary project
<br />design and to assure compliance with state/federal
<br />permitting requirements, At this point, a preferred
<br />water management plan for each study area will be
<br />developed, and an Implementation program will be
<br />finalized, Phase IV will focus on property acquisition
<br />and final design of recommended projects. Phase V
<br />consists of bidding and construction, with Initial start-
<br />up and operation support.
<br />
<br />Currently, a schedule has been developed only to
<br />carry out Phases I and II over 18-24 months. Overall
<br />guidance and coordination is provided by a Policy
<br />Management Committee (PMC) chaired by the
<br />Executive Director of the Texas Water Development
<br />Board, with representatives from the Texas Water
<br />Commission, the Texas Parks and Wildlife Department,
<br />and each of the local program sponsors, Regional
<br />PMCs have also been formed to guide program
<br />activities In each study area, and technical advisory
<br />committees have been established. Funding is being
<br />provided by the state through the board, and by
<br />various local program sponsors. The board has
<br />committed $1.3M in loans for Phase I, along with
<br />significant state staff support. Local program
<br />sponsors have committed more than $1M, and the
<br />Texas legislature has authorized the use of $3M in
<br />state funds, beginning with September 1.

<br />The Global Cities Project has recently published a
<br />series of water use efficiency case studies based on
<br />the experiences of local governments. The case study
<br />format profiles a community or agency, describes the
<br />innovative program it Implemented, and discusses the
<br />program's success. Case study features include
<br />overview and facts, policy options, step-by-step
<br />procedures, financial considerations, and contact
<br />information, The range of water efficiency topic areas
<br />is very broad, including water system efficiency,
<br />reclamation and gray water use, landscaping,
<br />residential Issues, system-wide issues,
<br />commercial/Industrial issues, and public education.

<br />Complex general adjudications are being carried
<br />out in nearly every western state. Two new
<br />publications deal specifically with general adjudication
<br />matters, one in Arizona, and another in Idaho. The
<br />first is entitled, 'Arizona General Stream Adjudication
<br />Bulletin.' It contains a calendar, proceedings update,
<br />answers to commonly asked questions, 'how-to' tips,
<br />and other features. It is published ten times a year by
<br />the office of the Special Master. For information

<br />WSWC member Richard Simms of New Mexico
<br />has been named a Special Master for the Snake River
<br />Basin General Adjudication Proceeding. Simms,
<br />former counsel for the New Mexico State Engineer's
<br />office, has been actively involved in water law and
<br />policy for some twenty years. He joins special masters
<br />Brlgette Bilyeu, of Idaho, and Terry Dolan, of Wyoming.
