For information <br />about Washington's trust water rights program contact <br />Cynthia Nelson at (206) 459-6116. <br /> <br />Water Storage/California <br /> <br />The Metropolitan Water District (MWD) of Southern <br />California has begun a water pricing program to help <br />provide water storage Insurance against future dry <br />periods. MWD will offer water agencies in its six- <br />county service area reduced water rates to encourage <br />the storage of available imported supplies in ground <br />water basins and sur1ace reservoirs in 1993. It will sell <br />untreated water at a discounted rate of $138 per acre- <br />foot (full price for untreated water is $269 an acre-foot <br />and will increase to $318 in July). The district's <br />treated water will be sold at a reduced rate of $163 <br />per acre-foot (the current rate for treated water is $322 <br />per acre-foot and will increase to $385 In July). <br />Agencies participating in the program will purchase <br />the supplies under the agreement to store equivalent <br />amounts for up to ten years and then be prepared to <br />provide that water at Metropolitan's call. <br /> <br />ORGANIZATlONS/MEETlNGS <br /> <br />Native American Rights FundlWestern States Water <br />Council <br /> <br />Planning continues for the third Western States <br />Water Council/Native American Rights Fund <br />Symposium on the Settlement of Indian Reserved <br />Water Rights Claims, to be held September 7-9, in <br />Bismarck, North Dakota, at the Radisson Inn (701) <br />258-7700. We invite all Interested parties to circle <br />these calendar dates and plan to attend. Agenda and <br />registration materials will be available shortly. <br /> <br />The symposium will be held immediately before the' <br />United Tribes International Powwow, which is <br />scheduled for September 9-12 in Bismarck. The <br />powwow is one of the largest in the nation. Plans for <br />this year's symposium reflect input received from last <br />year's meeting, which was held in Albuquerque, New <br />Mexico, and attended by just over 300 participants <br />representing state, tribal, federal, and local <br />governments, water user and environmental groups, <br /> <br />and many other interests. This year, background <br />sessions will be held the first afternoon for those who <br />are relatively new to the negotiation process. The <br />second day communication issues will be stressed, <br />including a presentation by an expert on <br />environmental dispute resolution. The program will <br />then focus on some of the more difficult and pivotal <br />issues associated with negotiated settlements: water <br />rights management in Indian country and the <br />proposed sale and lease of Indian reserved rights in <br />the Colorado and Missouri River Basins. Morning <br />sessions on the last day will provide an opportunity for <br />the Administration to discuss its policy and program <br />with regard to Indian water rights settlements, followed <br />by a panel discussion to shed light on the process of <br />getting settlement bills through Congress. <br /> <br />. <br /> <br />Top Interior Department officials have been invited <br />to participate during the last two days of the program. <br />The wrap-up from the 1992 symposium is scheduled <br />for publication this summer in Volume 33, No.3 of the <br />Natural Resources Journal. We look forward to <br />another very successful meeting in September. <br /> <br />PEOPLE <br /> <br />The law firm of Westover, Choules, Shadle and <br />Noble has announced the retirement of Tom Choules, <br />a partner and experienced water lawyer. Tom has <br />been associated with a number of water organizations. <br />He represented Arizona on the Western States Water <br />Council from 1970 to 1963, and was reappointed and <br />served from 1987 to 1991. He was an active Council <br />member, and served as the Legal Committee Chair. <br />We wish the best to Tom and his family. <br /> <br />. <br /> <br />Joe D.
