The court's ruling will require the IDWR <br />to independently substantiate its public interest <br />finding. <br /> <br />WATER QUAUTY <br /> <br />Clean Water Act-Reauthorization <br /> <br />The Water Resources and Environment <br />Subcommittee of the House Public Works and <br />Transportation Committee has begun a series of <br />hearings to compile information to write a CWA <br />reauthorization bill. Last session the House CWA <br />hearings were focused by issue, This session they will <br />be organized by the affiliation of witnesses. Although <br />no reauthorization bill was introduced in the House <br />last session, many hearings were' held and much <br />information was gathered. <br /> <br />Some House leaders view the CWA reauthorization <br />as a high priority in the 103rd Congress, but no target <br />date has been set for introduction of a reauthorization <br />bill, and reauthorization of a number of other <br />environmental laws will demand attention. One major <br />issue is funding. Another is wetlands protection. In <br />the last session, S. 1081, a Senate CWA bill, did not <br />include Section 404 amendments. Determining <br />whether to address the wetlands issue in the context <br />of the CWA reauthorization will be an important first <br />step for both the Senate and House this year. Many <br />observers see this as inevitable. Thus, deciding how <br />to approach Section 404 as part of the CWA <br />reauthorization will likely be the subject of debate, and <br />is certain to be contentious. The House is also <br />expected to address nonpoint source pollution issues, <br />combined sewer over1lows, and stormwater runoff, <br />among other matters. <br /> <br />WESTERN STATES WATER COUNCllJMEETlNGS <br /> <br />The Western States Water Council's 110th <br />Quarterly Meetings will be held in Washington, D.C. on <br />April 21-23 at the Quality Hotel Capitol Hill in <br />conjunction with the Council's Fifth Biennial Water <br />Policy Seminar. Senator Mark Hatfield (R-OR), author <br />of legislation creating the Western Water Policy Review <br />Commission, will speak and federal officials and a <br />number of House and Senate committee staffers will <br />speak or participate in roundtable discussions. <br /> <br />To avoid conflicts with Congressional business, the <br />seminar will be held Thursday morning from 8:30 to . <br />10:30 with a roundtable discussion on federal/state <br />relations in water resource management, and <br />Thursday afternoon between 3:00 and 5:00, with a <br />roundtable on the CWA reauthorization, The first <br />roundtable will focus on improving federal/state <br />cooperation by avoiding conflicts under ESA, and <br />questions associated with transfer of federal water <br />projects to states. The second will highlight how arid <br />conditions that prevail in the West, and the sparse <br />population in many areas, create special conditions <br />that impact the control of water pollution, and how <br />under these circumstances the goals of the act can <br />best be met. A social hour will be held in the Senate <br />Russell Office Building Room 385 Thursday evening. <br /> <br />On Friday morning, the Council meeting will <br />include discussion on the opportunities and <br />challenges represented by changes in the West and <br />elsewhere regarding water resource policy.
