The title of the conference is "Trends and Directions in Federal Water <br />Policy; Implications and Opportunities for Tribal Action." Emphasis of the conference will be on <br />I) Western Water Trends and Directions, 2) Watershed Governance and the Management of Indian <br />Water Resources, 3) The Water Settlement Process and the Resolution of West-wide Water Issues, <br />and Enhancing the Role of Tribal Leadership and Participation in Shaping Federal Water Policy. <br /> <br />The Western Water Policy Review Advisory Commission's report to President Clinton is due <br />in October. The Commission was formed in 1992 to assist the President in the preparation and <br />review of a report on federal activities in the Western States which directly or indirectly affect the <br />allocation and use of water resources. Included in the Board folder is a draft copy of the Executive <br />Summary and Table of Contents from the report entitled "Colorado River Basin Study." Public <br />comments on the draft report are due by April 8, 1997. <br /> <br />Five-Year Review of Coordinated Lone-Range Operating Criteria <br />for Colorado River Reservoirs <br /> <br />On October 31, ] 996, Reclamation initiated its fifth five-year review of the Coordinated <br />Long-Range Operating Criteria for the Colorado River Reservoir System pursuant to the 1968 <br />Colorado River Basin Project Act. The Board's comments on the need to modify the long-range <br />operating criteria were sent to Reclamation on December 3], ] 996. Reclamation has received <br />written comments from ] 6 interested agencies as well as oral comments during two public meetings. <br />These comments are being analyzed by Reclamation to formulate its recommendations, which will <br />be presented in a document for public review in April. The final public meeting has been scheduled <br />for April 22, 1997, in Las Vegas, Nevada. Included in the Board folder is a copy of the Public <br />Meeting Notice, issued by Reclamation. <br /> <br />Basin Statesrrribes Discussion <br /> <br />The Colorado River Board Agency Managers are continuing to meet to address the issues <br />raised by the Colorado River Basin states' representatives and Secretary Babbitt. Since the February <br />Board meeting, the Agency Managers met on February 24th and participated in a conference call to <br />continue development of Cali fomi a's pla'l and initial re~ponse to the Basin states' representatives <br />and Secretary Babbitt. The Board has scheduled a Special Meeting and Executive Session for March <br />24th to finalize California's response to the Basin states' letter of December 9,1996. A meeting <br />of the seven Basin states has been scheduled for the afternoon of March 3] st and morning of April <br />1st in Las Vegas, Nevada, to present California's Plan. <br /> <br />November 1997 will mark the 75th anniversary of signing the Colorado River Compact. In <br />celebration of the event, the Water Education Foundation has arranged a three-day symposium <br />(March 28-30th) in Santa Fe, New Mexico.
