The transfer of water from the Model Storage Right to the joint use pool (rollover) is <br /> <br />a departure from the operating principles. This practice was suspended in 1989 by directive of the <br /> <br />Colorado State Engineer. The suspension has not had an effect on Project operations because at <br /> <br />the time rollover was practiced during the previous review period, the Model Land and Irrigation <br /> <br />Company lands were not irrigated during most of the review period whereas all the allowable <br /> <br />District lands were irrigated during this review period, and the increased irrigation requirement <br /> <br />has greatly reduced the significance of the rollover practice. <br /> <br />B. The storage of winter water under the direct flow rights may be a departure from <br /> <br />Reclamations pre-Project planning model but not necessarily a departure from the operating <br /> <br />principles. Article IV.D.2. of the operating principles provides for an allowance for release of <br /> <br />. stock water and for the District to exercise the direct flow water rights and District storage rights <br /> <br />only at such times to assure maximum Dossible storage of reservoir inflow and equitably distribute <br /> <br />. <br /> <br />this stock water allowance during the nonirrigation season. The District storage right includes the <br /> <br />~1 i::J- <br />~~ <br />~.R...",~ <br />;", ~ <br />JV_.':J <br /> <br />ioint use pool by definition. Further clarification can be found in Part C.2.(a)(2) of the Purgatoire <br /> <br />River Water Conservancy District Operating Criteria (Appendix A) which provides that all <br /> <br />reservoir inflow storable in the unused sediment capacitv during the nonirrigation season shall be <br /> <br />stored and credited to the Project accounts. <br /> <br />C. The allocation of the excess storage capacity in Trinidad Reservoir to the permanent <br /> <br />fishery pool capacity and the exchange of water for the initial filling and maintenance of <br /> <br />permanent fishery pool in accordance with the amendment of the operating principles will not <br /> <br />interfere with the District water supply nor will it increase depletions to downstream Colorado <br /> <br />30 <br />
