Reclamation subsequently initiated a <br /> <br />review of Project operations and the operating principles for the period 1979 through 1984 and <br /> <br />issued a draft report in December 1985. Reclamation received extensive comments on the draft <br /> <br />report and agreed to perform a more extensive review and prepare a new draft report. The new <br /> <br />draft report was issued in October 1988. After considering the comments received on the new <br /> <br />draft report, it was revised and the final report was published in December 1988. <br /> <br />The conclusions of the first review of Project operations and the operating principles <br /> <br />published in the final report were that Project operations were not totally consistent with the <br /> <br />operating principles - "...a departure from the intent of the operating principles." However, these <br /> <br />departures were determined to not affect downstream Colorado and Kansas water users pursuant <br /> <br />to Condition No.4 of Kansas' five conditions for approval of the operating principles. <br /> <br />Reclamation did determine that Project operations and the operating principles provided less than <br /> <br />optimum beneficial use of the available water supply for irrigation within the Project area but did <br /> <br />protect downstream non-Project water rights. Reclamation recommended changes in Project <br /> <br />operations and the operating principles pursuant to the review required by Article VI of the <br /> <br />operating principles. The operating principles are attached as Appendix A. <br /> <br />Reclamation recommended that Project operations be changed and the operating <br /> <br />principles be amended to: (1) either discontinue the practice of transferring water from the model <br /> <br />storage right to the joint use pool at the end of the water year or amend the operating principles <br /> <br />to recognize the practice; (2) discontinue storage of winter water under any right other than the <br /> <br />Model storage right until the operating principles are amended to recognize the practice; (3) <br /> <br />delete Reclamation land classification standards for the irrigable lands; and (4) reduce the <br /> <br />2 <br /> <br />.-','0. <br />
