A methodology should be developed to determine a real time <br /> <br />irrigation requirement and strictly administered in order to attain more optimum use of the District <br /> <br />water supply. <br /> <br />The City of Trinidad owns a majority of the shares of the Johns Flood Ditch water rights. <br /> <br />Trinidad presently leases this water to other land owners for irrigation purposes. Trinidad has <br /> <br />proposed to change the use of these water rights from irrigation to municipal and industrial <br /> <br />purposes to use the water for municipal uses in Trinidad and to replenish the permanent fishery <br /> <br />pool in Trinidad Reservoir. There are provisions in the contract between the District and <br /> <br />Reclamation to allow Trinidad to change the use of its Project water rights from irrigation to <br /> <br />municipal and industrial purposes and Trinidad has filed a water rights application with the <br /> <br />. Colorado Division 2 Water Court for a change of use and point of diversion ofits Project water <br /> <br />rights. The operating principles do not provide for a change of use of the District water supply <br /> <br />. <br /> <br />to municipal and industrial purposes; consequently, the application has been held in abeyance by <br /> <br />the Water Court until such time as the operating principles have been an1ended to allow the <br /> <br />change ~fuse. <br /> <br />The District has requested that Project operations be reviewed for potential <br /> <br />implementation of basic conditions (d) and (e) for maximum utilization of the storage capacity of <br /> <br />Trinidad Reservoir as included in H.D. No. 325.
