A methodology should be developed to determine a real time

irrigation requirement and strictly administered in order to attain more optimum use of the District

water supply.

The City of Trinidad owns a majority of the shares of the Johns Flood Ditch water rights.

Trinidad presently leases this water to other land owners for irrigation purposes. Trinidad has

proposed to change the use of these water rights from irrigation to municipal and industrial

purposes to use the water for municipal uses in Trinidad and to replenish the permanent fishery

pool in Trinidad Reservoir. There are provisions in the contract between the District and

Reclamation to allow Trinidad to change the use of its Project water rights from irrigation to

municipal and industrial purposes and Trinidad has filed a water rights application with the

. Colorado Division 2 Water Court for a change of use and point of diversion ofits Project water

rights. The operating principles do not provide for a change of use of the District water supply

.

to municipal and industrial purposes; consequently, the application has been held in abeyance by

the Water Court until such time as the operating principles have been an1ended to allow the

change ~fuse.

The District has requested that Project operations be reviewed for potential

implementation of basic conditions (d) and (e) for maximum utilization of the storage capacity of

Trinidad Reservoir as included in H.D.
