'1:

practicable to the irrigable acreage of the individual ditches as shown in the table below.

Reclamation conducted a survey in 1985 and detennined that 19385 acres were actually being

irrigated composed of irrigated acres by individual ditches also shown on the table below. The

District conducted a detailed field survey with landowner approved actual irrigated acreage in

1994. The Districts survey showed that 19395.0 acres were irrigated in 1994 and were composed

ofindividual ditch irrigated acres as shown in the table below. Reclamation reviewed the

District's 1994 survey data and detennined that 19458 acres were actually irrigated in 1994 as

shown below. The District submitted crop census reports for all years of the review period except

1994. The reported irrigated acres were considerably less than the 19717 acres allowed by the

operating principles; however, these reports were incomplete and the 1985 and 1994 surveys

more accurately depict the actual acreage irrigated during the review period

The actual total Project irrigated acres has not exceeded the 19717 acreage limitation in

the operating principles since initial Project operations but has exceeded the reduced limitation of

19439 acres recommended in the 1988 report. Although the total Projected irrigated acreage

limitation has not been exceeded, the composition of the irrigated acreage by individual ditch has

varied significantly. The Project irrigated acreage and its composition by indivtauai ditches should
be identified and included in the operating principles, thus enabling other water users to verify that

only eligible Project lands are being irrigated with the District water supply, since the irrigated

acreage limitation is such a critical element in protection of downstream water rights.

21

-'\.-

-.""

.,

"~"

:<;,.

.'

,', ., -;,..

I

",

I
!
. i
I
I
I
i

..
