Stockwater Releases <br /> <br />In April of 1993, Kansas requested a copy of the monthly reservoir reports for Trinidad <br /> <br />Reservoir from the beginning of 1985 to the present. In review of those records Kansas <br /> <br />concluded that the District had stored more than 20,000 acre feet of water at one time in 1992. In <br /> <br />response to Kansas' allegation the Colorado State Engineer also conducted a detailed review of <br /> <br />the records, and concluded that the District had not stored more than 20,000 acre feet including <br /> <br />carryover storage in the transferred Model Reservoir Right since November 1, 1988. However, <br /> <br />the Colorado State Engineer concluded that stock water releases were not being made at rates <br /> <br />specified in the operating principles, and so advised Kansas in his letter of September 24, 1993. <br /> <br />. The Colorado State Engineer also directed the District to make future stock water releases at the <br /> <br /> <br />rate specified in the operating principles unless the operating principles are amended to allow the <br /> <br />releases at a higher rate. The Colorado State Engineer acknowledged and understood how <br /> <br />Kansas' accounting of the stockwater releases on a daily basis may have resulted in total storage <br /> <br />of 20828 acre feet in the transferred Model right but did not believe that a daily analysis of stock <br /> <br />water releases was appropriate in this particular case. <br /> <br />Since initial operation of the Project, the District has made the stock water releases at high <br /> <br />rates offlow for a short duration of time for more efficient filling of stock water ponds. After <br /> <br />receipt of the Colorado State Engineer's directive in September 1993, the District released the <br /> <br /> <br />stock water at a rate not to exceed 5.0 cfs at a point upstream of the Baca Ditch headgate <br /> <br />(Trinidad gauge) during the winter of 1993-94. <br /> <br />. <br /> <br />16 <br />
