Plans have been assigned to one of five categories. Assignment
to categories is based on cost, TVS, and anticipated severity of
institutional problems. The categories are as follows:

have no unresolvable political or institutional problems. These

Category I and II plans were found to be unworkable.

Cateaorv IV - Plans that are cost effective but appear to have
unresolvable political or institutional problems. These plans
would be not considered in the future unless the political or
institutional climate changes. Plans dropped from consideration
early in the study are also included in this category.

Cateaorv V - Plans that are not cost effective and do not warrant
further consideration.

In this analysis, plans considered economically infeasible are
those plans with annual costs greater than currently projected
annual costs of operating the YDP. Because the cost estimates
are imprecise, the cutoff for cost was assumed to be the annual
operating cost of the YDP plus 10 percent. Plans considered
technically infeasible and/or politically or institutionally
unacceptable were also eliminated from further consideration.

DETERMINATION OF YIELDS

I

Yield estimates were required for those proposed plans that would
provide substitute water before impacts upon the YDP operation
could be evaluated. Yield estimates were prepared from data
available in existing reports and studies. In a few cases,
estimates are based on experience rather than available data.
Even though many of the estimates. lack refinement, the estimates
are considered adequate for this first level of study.
Additional detail will be required for those plans proposed for
further study. Estimated yields have been noted in the detailed
descriptions of the individual plans.
