<br /> <br />salinity levels below the numeric criteria in the year 2015, there will be an additional reduction <br />W in economic damages to the water users. <br />(0 <br />en <br />w The Forum recognizes that although the salinity levels may be below the criteria level, <br />based on the assumption of a long term mean water supply, that natural variations in water <br />supply may result in annual salinity values that temporarily exceed, the criteria level. However, <br />by design the Forum's proposed plan greatly reduces the chance that the criteria, in anyone year <br />or sequence of years will exceed the criteria. <br /> <br />The Forum has also begun to look at the plan of implementation under full water <br />development. Unlike previous Reviews, the 1993 Review presents a plan of implementation that <br />addresses the salt removal needed far into the future (well past 2015). This is, in part, possible <br />because planning has progressed to a point where additional salinity control units have been <br />identified, analyzed, and can now be considered. It should be noted that the plan adopted in this <br />report does not remove all of the tons needed at full development. In the decades ahead, and <br />in future triennial reviews, there is ample time for consideration of the additional efforts which <br />should be added to the plan to offset the impact of full utilization of compact-apportioned waters. <br /> <br />3-5 <br />
