<br />I <br /> <br />I <br /> <br />preliminary alternative projects during Phase I and the evaluation of a <br />greater number of alternative projects during Phase II necessitated a <br />comparable reduction in effort during Phase II due to budgetary limitations. <br />As a result, the reformulation of the four selected alternatives during Phase <br />II was limited ~rimarily to upgrading designs and cost estimates for the major <br />project facilities to achieve reconnaissance level of detail. No additional <br />operation studies were performed during Phase II; therefore, sizing of project <br />reservoirs and power facilities were not optimized as originally envisioned. <br />Preliminary estimates of project benefits were not refined or upgraded from <br />Phase I to Phase II as originally intended. As a result, it is felt that <br />reservoirs are oversized, resulting in an overestimation of project costs, and <br />that project benefits, particularly of peaking power, are underestimated. <br /> <br />I <br /> <br />I <br />I <br />I <br /> <br />F. PUBLIC INVOLVEMENT <br /> <br />I <br /> <br />Comment on the study has been actively sought from the outset with the <br />formation of an Advisory Committee composed of knowledgeable individuals <br />representing a wide range of interests in the Cache la poudre Basin. <br />Functions of the advisors panel included review of written products and <br />advising on the content and conduct of the study, including public partici- <br />pation activities. <br /> <br />I <br />I <br /> <br />I <br /> <br />A series of public meetings were held in Fort Collins throughout the study <br />to inform the public and t() allow public input to the study process. The <br />first meeting was held on June 30, 1982 to acquaint the public with the <br />objectives of the study. At the second public meeting on August 11, 1982, the <br />results of Phase I of the study were summarized aqd discussed. <br /> <br />I <br />I <br /> <br />At its regular bi-monthly meeting on August 16, 1982, the Colorado Water <br />Conservation Board reviewed the eight preliminary alternatives which were <br />evaluated in Phase I of the study. After hearing public comment, the Board <br />selected four of the preliminary alternatives for further evaluation in Phase <br />II of the study. <br /> <br />I <br /> <br />A final public meeting was held in Fort Collins on February 23, 1983, to <br />present the results of the Phase II evaluations to the public. On March 3, <br />1983, the Colorado Water Conservation Board held a special evening meeting in <br />Fort Collins to hear public comment on the Cache la Poudre Study and to adopt <br />a recommendation on the study for transmittal to the General Assembly. <br /> <br />I <br />I <br /> <br />In addition to the public meeting, a series of publications was also made <br />available to the public during the course of the study. Four newsletters were <br />distributed between June 1982 and February 1983 to inform the public of the <br />status of study activities and to announce upcoming meetings. "The Interim <br />Report on the Cache la poudre Project Study" and the "Addendum to the Interim <br />Report" were distributed following Phase I of the study in August 1982.
