<br />5 <br /> <br /> <br />on the grounds that its construction might lead to yet another <br />project which they have bitterly fought for more than a <br />decade -- the long-proposed Bureau of Reclamation Two Forks <br /> <br />dam and storage reservoir upstream frem Strontia Springs in <br />10 <br />the South Platte River Canyon. <br />There is evidence that necessary State of Colorado <br />concurrences with the draft" Environmental Impact Statement <br />also were delayed in the face of the furor over Two Forks. <br />Following revision, the new draft environmental state- <br />ment was distributed to a number of Federal and State agencies <br />in May, 1975, and was released to the general public in <br />11 <br />February, 1975. Public hearings were held in February, <br />and according to B~~, opponents in attendance far outnumbered <br />12 <br />proponents. The report finally was further revised and <br />was submitted to the Assistant Interior Secretary for Land <br />and Water Resources in May, 1976. Finally, in November, 1976, <br />the Assistant Secretary again returned the report" to" the <br />Colorado office of the BLM, with the contention that it still <br />was insufficient in fully assessing the potential environmental <br />. 13 <br />l.mpacts. <br /> <br />BLM is preparing what amounts to a new Environmental <br />Impact Statement, with the avowed goal of doing it in such <br />breadth and depth "that legal challenges will not be likely." <br />The full public review-public hearing route will be followed; <br />target date for submission of the final draft is December 30, <br />1977, but according to a ELM official "experience indicates <br />d ,,14 <br />that it caul take as much as six months longer. <br /> <br />OO';'C9 <br />
