<br />000%8 <br /> <br />3.10 <br /> <br />. <br /> <br />I. We recommend the immediate clearing out of both the old chan- <br />nels to sUffiently make them safe. <br /> <br />II. We believe that the City should obtain title to the channel of <br />Portland Creek and immediately flume the same from its point <br />of junction with the Uncompahgre up as far as may be deemed <br />necessary. Flume to be ten feet wide and six feet high. <br />Walls to be concrete or masonry and bottom of two-inch placed <br />concrete or masonry. The channel to be straigtened as much as <br />possible and work to be done at the expense of the City as a <br />whole. <br /> <br />III. In connection with Cascade Creek, we recommend that the chan- <br />nel of the stream be brought down Eighth Avenue or Ninth <br />Avenue as may be determined by the City Council by means of a <br />flume eight feet wide and five feet high of the same material <br />as recommended for Portland Creek. <br /> <br />IV. We further recommend that the money for these improvements be <br />raised by the issuance of warrants or bonds as may be found <br />the most expedient and that a levy of twelve mills be made <br />this year for the purpose of helping to meet said expen- <br />ditures. <br /> <br />N. McCarthy <br /> <br />The report was adopted by a vote of seven to one, although a motion that <br /> <br />Cascade Creek be brought down "such other course as the Council may decide <br /> <br /> <br />upon" was discussed, but it did not carry. The City Engineer waS then <br /> <br />instructed by the Council to "run the lines for the canals. II <br /> <br /> <br />During the next few weeks the survey for Portland Creek along its channel <br /> <br />was made and adopted, but the proposed alignment of the Cascade Creek flume <br /> <br /> <br />caused considerable discussion. Two routes were proposed: one down Eighth <br /> <br /> <br />Avenue and the other nearer Ninth Avenue following the mountain. Eventually, <br /> <br />but at the objection of the City Engineer, it was decided to run the Cascade <br /> <br /> <br />flume down its historical channel, and a survey was made. <br /> <br /> <br />A separate committee of three was formed for each creek to investigate <br /> <br /> <br />the establishment of public improvement districts for the purpose of making <br /> <br />assessments to payoff bonds which may be issued to finance the flumes. <br /> <br /> <br />During this period the town residents argued feverishly about the issues of <br /> <br /> <br />flume alignment, who should pay for flume construction, methods of financing <br /> <br />construction, and even if the town council should do anything about the flumes <br /> <br />at all.
