000%8 3.10 . I. We recommend the immediate clearing out of both the old chan- nels to sUffiently make them safe. II. We believe that the City should obtain title to the channel of Portland Creek and immediately flume the same from its point of junction with the Uncompahgre up as far as may be deemed necessary. Flume to be ten feet wide and six feet high. Walls to be concrete or masonry and bottom of two-inch placed concrete or masonry. The channel to be straigtened as much as possible and work to be done at the expense of the City as a whole. III. In connection with Cascade Creek, we recommend that the chan- nel of the stream be brought down Eighth Avenue or Ninth Avenue as may be determined by the City Council by means of a flume eight feet wide and five feet high of the same material as recommended for Portland Creek. IV. We further recommend that the money for these improvements be raised by the issuance of warrants or bonds as may be found the most expedient and that a levy of twelve mills be made this year for the purpose of helping to meet said expen- ditures. McCarthy The report was adopted by a vote of seven to one, although a motion that Cascade Creek be brought down "such other course as the Council may decide upon" was discussed, but it did not carry. The City Engineer waS then instructed by the Council to "run the lines for the canals. II During the next few weeks the survey for Portland Creek along its channel was made and adopted, but the proposed alignment of the Cascade Creek flume caused considerable discussion. Two routes were proposed: one down Eighth Avenue and the other nearer Ninth Avenue following the mountain. Eventually, but at the objection of the City Engineer, it was decided to run the Cascade flume down its historical channel, and a survey was made. A separate committee of three was formed for each creek to investigate the establishment of public improvement districts for the purpose of making assessments to payoff bonds which may be issued to finance the flumes. During this period the town residents argued feverishly about the issues of flume alignment, who should pay for flume construction, methods of financing construction, and even if the town council should do anything about the flumes at all.
