One. the Douglass Lake Project was conceived and started <br />C',;) <br />~ as water and flood control project. This Project is badly needed because <br />--.J <br />~ the cities in the area need the Municipal and Industrial Water Supply <br />"l <br />(early 1990's). As Wichita. Augusta, Newton, Winfield and Arkansas City <br />continue their growth, water supply will become even more critical. <br />In recent years, the shortage of rainfall has damaged the present <br /> <br />water supply and clearly shows the need for better Municipal and Industrial <br />Water Supply, This project is needed not only for water storage. we <br />believe. but also because farmers with the little rain we get in this <br />area continue to be devastated by floods, <br /> <br />We sincerely hope that you will appropriate funds for the Douglass <br />Lake Project to complete planning. <br />The Halstead Project is a project of vital importance to not only <br />the City of Halstead but the surrounding area. This project is a flood <br />control project and in past years flooding has extensively damaged the <br />City of Halstead which contains regional hospitals with many specialists, <br />Halstead, although it is not large. provides medical services for a large <br />area surrounding it. as well as serving as a shopping center for a large <br /> <br />farming community, Business in the city of Halstead cannot long afford <br />to continue when they are devastated by floods each and every years. <br />The flooding covers the entire downtown area of Halstead and creates <br />problems for water and sewer treatment, The survey. planning and design <br />on this project is completed. The Halstead Project needs authorization <br />and construction money. Legislation now pending' before Congress would <br />authorize Halstead to perform inkind services as its match for federal <br />funding. This has been done many times before and would speed this <br />project along, <br /> <br />15 <br />
