<br />. 37, Fishing is a summer sport of considerable financial significance
<br />ill the diversion area and in the upper Arkansas Valley. The, Fish
<br />and Wildlife Service bas prepared a preliminary report on the subject
<br />und has made tentative recommendutions concerning minimum flows
<br />needed to preserve fishery values in the diversion urea. The project
<br />bas been so planned and operating rules have been so formulated as
<br />to prevent the diversion of wat.er which would reduce the flows below
<br />t.he specified minimum, Cont.inued studies of the requirements of
<br />tbe fishery resources are needed to develop refinements under tbe
<br />terms of the operating rules, '
<br />'38, The mountainous portions of both slopes of the project area-
<br />and especially the diversion area-combine such desirable qualities
<br />as scenic nttractiveness, wilderness clmracter, remot,eness, wnter for
<br />fisbing, find skiing facilities. Consequently, they are important
<br />recreational areas a t all seasons, The Nationll.l Park Service bas
<br />made a preliminary report on the project. area and on the recreational
<br />aspects of the initial development, Its recommendations will be
<br />followed to the fullest extent possible.

<br />39. The initial development is keyed to transmowltain diversion of
<br />water from the Colorado' River drainage eastward to the upper
<br />Arkansas River Valley. The diverted water and reregulated native
<br />eastern slope water would provide for supplemental irrigation, furnish
<br />supplemental and new supplies of municipal water, and enable the
<br />generation of hydroelectric power. Other multiple-purpose aspects
<br />of the project include flood and sediment control, stream pollution
<br />abatement, and fish and wildlife conservation. All estimates, specifi-
<br />catiolls, and description of feat,Ul'es are necessarily preIiminai'y and
<br />suIiject to some modification and refinement when detailed data
<br />becomes available,
<br />40, As a result of the diversion of water from the ColoradQ River
<br />Basin, this potential initial development is consistent with the pur-
<br />poses of the Colorado River storage project. '1 he extent of its rela-
<br />tionship to the upper Colorado River Basin development and to the
<br />upper Arkansas River Basin development. can be more firmlyestab-
<br />lished as those developments proceed. In its plan for the Colorado
<br />River storage project the Bureau of Reclamation contemplates at
<br />least six major regulatory reservoirs in the upper Colorado River
<br />Basin, The need for the storage project stems from the compacts
<br />pert,ailling to Colorado River waters, The Colorado River compact
<br />apportions the use of 7,5 million acre-feet of water allllually ,to the
<br />upper Colorado River Basin, It also provides that the States of
<br />the upper division (Colorado, New Mexico, Utah, and Wyoming)
<br />wiII not cause the flow of the river at Lee Ferry, Ariz" to be depleted
<br />below an aggregate of. 75 million acre-feet for any period of 10 con-
<br />secutive years. This compact was signed November, 24,1922, llJ1d
