Ifnot, which account should they be charged against? <br /> <br />Also, it is recognized that releases can serve multiple purposes, therefore, release <br />accounting needs to be done in a priority fashion so as to satisfy the most uses with the <br />least amount of water. A number of agencies expressed an inter~st in discussing the <br />priority of releases. We have taken the liberty of suggesting the following priority for <br />release accounting for discussion purposes only. The suggested priority for release <br />accounting discussions to start with is as follows: 1. releases to demands in priority <br />(downstream seniors and waters which must be passed); 2, project operational <br />releases(meet storage targets, flood control, minimum bypasses & power); 3, project <br />contract deliveries; 4, instream flow support; 5. augmentation & fill replacement. <br /> <br />4. <br /> <br />Operational Considerations and Coordination Needs <br />How do ~ deal with constraints imposed by the following for which specific releases are <br />not authorized: <br />potential out-of-priority storage to accommodate CDOW trout studies; <br />Ramping rates and the potential to forgo storage or store out-of-priority; <br />Changing inflow forecasts; <br />Morrow Point Tour Boat operations; <br />CRSP requires all releases to be made through the power plants if possible. <br /> <br />The operations matrix, attached hereto, should be consulted for the specific range of <br />values which different agencies have indicated as preferred, <br /> <br />5, Computational Time Period: It was suggested that the records be kept on an irrigation <br />year (Nov I to Oct 31) basis and done on a daily time step. <br /> <br />6. Questions <br />Who controls how unused water is released to meet target storage? <br />Can we effectively build off the Taylor Park Reservoir accounting to complete the <br />Aspinall Unit accounting?
