FINDING OF NO SIGNIFICANT IMPACT

Disposition of Captive-Reared Endangered Colorado River Fishes

An Environmental Assessment was prepared in accordance with the National
Environmental Policy Act of 1969 (42 U.S.C. 4321-4347), as amended, on the
following action by the U.S. Fish and Wildlife Service: To select an
acceptable procedure for the disposal of excess or surplus captive-reared
endangered fishes as part of the Recovery Program for Endangered Fishes in the
Upper Colorado River Basin.

Proiect Description: Various alternatives were reviewed regarding the
procedure that would have the least environmental impact on endangered fishes
in the Upper Colorado River Basin. These alternatives included: (I) No
Action, (2) Discontinue Propagation of Endangered Fishes, (3) Stock Surplus
Endangered Fish into the Upper Colorado River Basin, and (4) Implement
Disposition Guidelines. The preferred alternative was Alternative 4 -
Imp1ement Disposition Guidelines because the guidelines were developed by
fishery biologists who are familiar with the Recovery Program and the Upper
Colorado River Basin. These persons used their best professional judgement in
developing logical and appropriate procedures. Protocols that were developed
by professional fishery organizations were adopted in developing these
guidelines. These guidelines are consistent with maintaining the genetic
integrity of wild and captive-reared endangered fishes in the Upper Colorado
River Basin to prevent irreversible losses of genetic diversity that may
result from management interventions or lack of action.

The Environmental Assessment did not indicate any significant adverse
environmental impacts relative to the proposed project action in implement.ing
the preferred alternative. Consequently, an Environmental Impact Statement
will not be prepared.

The Environmental Assessment is on file in the Colorado River Recovery Program
~nd Division of Fisheries and Federal Aid, U.S. Fish and Wildlife Service, 1~4
Union Boulevard, Lakewood, Colorado 80225. A copy is available for public
review in either of these offices upon request.

M jhp ~ ~!a /er'>' ~-;!?f~k-

Initiator ~ Initiator

~'7 Ie;:)

Date

k~UL

sst.
