Additional information was <br />received through meetings with Nevada Power Company and from the Allen-Warner <br />Valley Energy System report which was published in 1976 [3J. In each of these <br />studies, Clark County secondary treated sewage effluent was assumed as the <br />plant raw water supply. <br /> <br />;:, <br /> <br />:.'.i;:. <br /> <br />{< <br /> <br />In the Task 4 Study, the plant makeup water and wastewater system design was <br />varied among several water treatment options to select the best process for <br />use of Lower Virgin River Unit water. <br /> <br />:f., <br /> <br />POWER PLANT DESCRIPTION <br /> <br />-.: <br /> <br />The present Harry Allen power plant design concept includes four pulverized <br />coal-fired generating units each with 250 megawatts of net generating <br />capacity, producing a total net capacity of 1,000 megawatts. The first unit <br />wil I begin scheduled commercial operation in 1996, followed by the second unit <br />in 1998, the third unit in 2000 and the fourth unit In 2002. Base-loaded <br />operation is assumed in the study. <br /> <br />....' <br /> <br />\.. <br /> <br />Plant Siting <br /> <br />" <br /> <br />The Harry Allen site Is located approximately 25 miles northeast of Las Vegas, <br />Nevada in the Dry Lake Valley region near Interstate Highway 15. <br /> <br />Coal DualIty <br /> <br />'." <br />'. <br /> <br />}' <br /> <br />The study assumes the use of Surfco coal delivered by rail from central Utah. <br />Coal qual ity for the Sufco coal is shown in Appendix A. The coal has a <br />nominal heating value of 12,400 btu/lb, an ash content of 9%, a sui fur content <br />of 1.2% and an as-received moisture content of 9%. <br /> <br /> <br />Raw Water Storage and Treatment System <br /> <br />Raw water for the plant is del ivered by pipeline either from the Clark <br />County Advanced Wastewater Treatment IAWTJ plant or from the Lower Virgin <br />River Unit ILVRJ. These water supply sources are described In Section 3. <br /> <br />Raw water from either of the two sources is pumped to an onsite reservoir with <br />a lD day storage capacity. The raw water demand for the power plant varies <br />with the water treatment process options. <br /> <br />2-1 <br />
