0023GG

.

.

I have also included a copy of a recent electronic mail news release concerning the fonnation
of a new environmental organization, Living Rivers, which is promoting river restoration in the
western United States. Living Rivers has just opened an office in Phoenix, Arizona, with an
emphasis on restoration of the Lower Colorado River, the Delta and Upper Gulf of California, and
the Rio Grande watershed in New Mexico, Texas and Mexico.

California Fully-Protected Species

The Board staff and representatives of the California agencies are continuing to develop
options for addressing the fully protected species aspects of Cali fomi a Fish and Game Code, Board
staff have participated in telephone conference calls on the topic, and have reviewed several draft
discussion papers, It is likely that the California agencies wi\l prepare draft language for a bill which
addresses the issue for introduction in this legislative session. It is sti\l the Board's understanding
that the Department of Fish and Game and the Administration are considering the introduction of
legislation as well.

WESTERN WATER PLANNING

Glen Canvon Adaptive Management

The Glen Canyon Dam Adaptive Management Program (AMP) Technical Work Group
(TWG) met in Phoenix, Arizona on December 7-8, 2000, Mr.l-Iarris attended the meeting on behalf
of the Board. The entire meeting was focused on a thorough review of the AMP management
objectives (MOs) and infonnation needs (INs) associated with primary elements of the Glen Canyon
AMP, including: Fish goals, Riparian goals, Recreation and Sediment goals, and water quality and
hydroelectric power goals. All of these MOs and INs guide the development of the Grand Canyon
Monitoring and Research Center's implementation of the Glen Canyon Environmental Impact
Statement Record of Decision and the overall AMP.

I, as California's representative, will be attending the policy-level Glcn Canyon Dam
Adaptive Management Work Group meeting scheduled for January 11-12, 2001, in Phocnix,
Arizona,

WATER QUALITY

Colorado River Basin Salinity Control Forum

Mr. Jack Barnett, Executive Director of the Forum, has made himself available to discuss
with the Board members the current status of the Salinity Control Program and some of the issues
facing the Forum in the future.
