It is their <br />position that any surplus water made available in the 2001 AOP should be used only to meet direct <br />municipal conswnptive uses. A copy of Reclamation's proposed 200 I AOP is included in the Board <br />folder. It is hoped that it will be signed by Secretary Babbitt prior to the beginning of the new <br />calendar year. <br /> <br />Blythe Energy Project <br /> <br />I have included in the Board folder, as 'an infonnational item, correspondence that I have <br />received from Reclamation concerning the proposed Blythe Energy Project, a natural gas-fired <br />combined-cycle power plant which will be capable of producing 520 MW of electrical energy. The <br />Project will consume a maximwn of3,OOO acre-feet of water per year from a well field that is to be <br />constructed upon the Palo Verde Mesa. Attached to the letter is a copy of the Water Conservation <br />Offtet Program which describes how the Project proponents plan to obtain the required water supply <br />and report its use so as to be consistent with the California priority system for the use of Colorado <br />River water. <br /> <br />DWR's Bulletin 160-2003 Update <br /> <br />Also included in the Board folder, as an infonnational item, is an announcement from the <br />California Department of Water Resources of the selection of 55 individuals from throughout the <br />State to serve on a Public Advisory Committee to provide input for preparation ofthe next California <br />Water Plan Update, Bulletin 160, scheduled for release in 2003. <br /> <br />California's Colorado River Water Use Plan <br /> <br />Cadiz Groundwater Storage <br /> <br />On November 26, 1999, the MWD and the Bureau of Land Management (BLM) distributed <br />a Draft EIS/EIR entitled Cadiz Groundwater Storage and Dry-Year Supply Program. The initial <br />comment period was scheduled to end on December 4, 2000. I have included in the Board folder <br />a News Release announcing that, in response to more than 300 public requests, the comment period <br />has been extended an additional 35 days through Monday, January 8, 200 \, <br /> <br />Basin States/Ten Tribes Discussion <br /> <br />On November 29, 2000, representatives from the Basin states met with Reclamation and <br />Tribal representatives to discuss the status of ongoing discussions within California in development <br />of California's Colorado River Water Use Plan and related activities. During the meeting, <br />Mr. Dennis Underwood, ofMWD, outlined the current status and schedule for completing the legal <br />documents and associated activities related to implementation of the "quantification settlement" <br />being negotiated among the California parties, He indicated that although the completion date for <br />some of the documents and agreements has slipped, this slippage should not impact the schedule for <br />implementation of the core water conservation projects contained in California's draft Colorado <br />River Water Use Plan, <br /> <br />3 <br />
