0023iJ4.

.

.

)

EXECUTIVE DIRECTOR'S MONTHLY REPORT
TO THE
COLORADO RIVER BOARD OF CALIFORNIA

December 12.2000

ADMINISTRATION

Tentative Meeting Schedule for Calendar Year 2001

Included in the Board folder is a copy of the proposed meeting schedule for calendar year
2001. Last month, we briefly discussed the schedule and the apparent conflict we have with the
August 15'h meeting coinciding with the NWRA Water Seminar in Skamania Lodge, Stevenson,
Washington, If possible, I would like to work out an alternate date. I propose to move the meeting
date to August 22"d in San Diego, to coincide with the start of the Urban Water Institute Conference.

PROTECTION OF EXISTING RIGHTS

Colorado River Water Reoort

During October 2000, storage in the major Upper Basin reservoirs decreased by 283,000
acre-feet and storage in the Lower Basin reservoirs decreased by 162,000 acre-feel. Total System
active storage as of the end of October was 50J07 million acre-feet (mat) or 84 percent of capacity,
which is 4,873 maf less than one year ago,

November releases from Hoover, Davis, and Parker Darns averaged 13,060, 10,600 and
7,250cubic feet per second(cfs),respectively. Planned releases from those three dams for the month
of December 2000 are 13,000, I ] ,200 and 6,500 cfs, respectively. The November releases represent
those needed to meet downstream water requirements and to conduct dredging operations above
Morelos Dam.

The Lower Division states' estimated consumptive use of Colorado River water for calendar
year 2000, as estimated by Board staff, totals 8,500 maf and is projected as follows: Arizona,
2.840 maf; California, 5.363 maf; and Nevada. 0.297 maf. Estimated additional unmeasured return
flow credits of 0,249 mafwould reduce the total amount to 8,251 maf. For calendar year 2000, the
Central Arizona Project (CAP) is projected,to divert 1.402 maf, of which 0,315 mafis to be credited
to the Arizona Water Bank, and The Metropolitan Water District of Southern California (MWD) is
projected to divert IJOO maf.

The preliminary December I, 2000, estimate of 2000 end-of-year California agricultural
consumptive use of Colorado River water under the first three priorities and the sixth priority of the
1931 California Seven Party Agreement is 4.004 maf. This estimate is based on the collective use
through November 2000 by tbe Palo Verde Irrigation District (PVID), the Yuma Project Reservation
Division (YPRD), the Imperial Irrigation District (lID), and the Coachella Valley Water District
(CVWD). Figure I, found at the end of this report, depicts the historic projected end-of-year
agricultural use for the year.
