Water Year 1995

During water year 1995, releases greater than the minimum
release objective of 10,153 million cubic meters (8,230,000
acre-feet) will only be made if required to equalize the
storage between Lakes Powell and Mead or to avoid spills
from Lake Powell. Under the most probable inflow
conditions, the minim~ objective release would be made
and the reservoir would neither lose nor gain storage.
Under the probable maximum inflow scenario, approximately
12,562 million cubic meters (10,183,000 acre-feet) will be
released during the water year and Lake Powell would gain
4,694 million cubic meters (3,805,000 acre-feet of storage.
This maximum probable inflow could require releases of
greater than 566.4 cubic meters per second (20,000 cubic feet
per second) for a period of time. With the net loss of
approximately 4,118 million cubic meters (3,338,000 acre-
feet) of storage from the Colorado River system during
water year 1994, it is estimated that it will take live years of
average inflow to refill the system storage.

The interim flow restrictions on the daily and hourly releases
from Glen Canyon Dam will continue during water year
1995. A monitoring program has been implemented and 'will
continue to measure the effect of reservoir operations on
downstream resources.

The cooperating agencies of the Glen Canyon Dam EIS
requested a one-week duration of above normal releases
from Lake Powell in order to generate downstream high and
steady flows for research purposes. These research flows
were to be scheduled from Glen Canyon Dam in April 1995.
However, in December 1994, the Secretary of the Interior
delayed these research flows until ESA and NEP A
compliance could be accomplished, likely 1996 or later.
Adjustments in monthly release volumes required as a result
of this action will be handled in the same manner as changes
resulting from forecast updates.
