The Council feels this enhances the cooperative relationship between <br />"'"'" <br />Reclamation, the Forum and the Council. <br /> <br />The Council is pleased that the current Administration continues to financially support Reclamation's <br />basin-wide salinity control program and hopes this support will recognize the importance of <br />including sufficient funding to operate and maintain completed projects. It should be noted that the <br />Basin states support this program with a 30% up- front cost sharing. <br /> <br />The Council encourages Reclamation to reassert its role as lead federal agency and reconvene the <br /> <br /> <br />federal work group to provide a forum for discussing and evaluating the direction and rate of <br /> <br /> <br />implementation of the federal program. There appears to be an even greater need for coordination <br /> <br />that can be facilitated by Reclamation, and the Council asks that Reclamation report its efforts in this <br /> <br /> <br />regard at the next Council meeting. <br /> <br />The Council is conccrned that other federal agencies may be using protocols to determine the cost <br /> <br /> <br />effectiveness of salinity control efforts that are not consistent with those used by Reclamation. The <br /> <br /> <br />Council asks that Rcclamation take the lead role in resolving this issue. <br /> <br />Bureau of Lalld .\lalla{:emell( <br /> <br />The Council wntmucs to see organizational and personnel changes in the Bureau of Land <br /> <br />Managemcnt IBI \1, Thc Council has been pleased with initial efforts of the BLM to identify <br /> <br /> <br />activities on puhllc I.Hlds which can reduce the salt load in the Colorado River and for attempting <br /> <br /> <br />to develop mcthndnln':lcs for quantifying those reductions but now finds that in the recent period <br /> <br /> <br />of time mcallln,:ful progress has not been reported. The initial results of these efforts were <br /> <br />demonstrated hy the dIscussions provided by the BLM for the 1996 Review. The Council urges the <br /> <br /> <br />BLM to continuc to scek funding for salt reduction projects administered solely by BLM or in <br /> <br /> <br />cooperation with state and other federal agencies.
