<br />I~U22i3 <br /> <br />. <br /> <br />. <br /> <br />(Committee). Based upon action taken by the Board in May, I was nominated as California's <br />designee on the Committee. Included in the Board folder is a copy of a letter from the Secretary of <br />the Interior, Broce Babbitt, appointing me to the Committee. The first meeting of the Committee <br />is tentatively scheduled for September 10-11,1997, in Phoenix, Arizona. Since Secretary Babbitt's <br />letter was silent concerning alternates, it is my understanding that the selection of alternates will be <br />the first order of business of the Committee. <br /> <br />In the past we have discussed the efforts of the Grand Canyon Monitoring and Research <br />Center to implement the record of decision related to operation of Glen Canyon Dam. Included in <br />the Board folder is a copy of a letter issued by Reclamation announcing the release date for Request <br />for Proposals pertaining to the monitoring and research of the natural and cultural resources that <br />occur downstream of Glen Canyon Dam. <br /> <br />WATER QUALITY <br /> <br />Colorado River Basin Salinity Control Forum <br /> <br />Last month I reported that George Spencer had participated in reviewing and evaluating <br />proposals received in response to Reclamation's Request for Proposals for the Basinwide Salinity <br />Control Program. The committee recommended that Reclamation begin negotiations with the <br />proponents of two of the proposals. Those negotiations are continuing. <br /> <br />On July 2nd, Mr. Spencer and Jack Barnett traveled to the Unita Basin (northeast Utah), <br />along with representatives from Reclamation, Duchesne County, and Horrocks Engineers to inspect <br />one of the successful proposals. This project represents the conversion of approximately 164,000 <br />lineal feet of earthen ditch to pressure pipe for a salt savings of approximately 20,400 tons per year. <br />The resulting improvement in on-fann irrigation is estimated to provide an additional 6,400 tons per <br />year of salt removal. <br /> <br />The second proposal accepted by the committee was from the Ashley Valley Sewer <br />Management Board. This proposal is to replace sewage lagoons (which leak into saline geologic <br />fonnations) with a mechanical treatment plant. Construction funds for the project would be provided <br />from other cost sharing sources. The Salinity Program's one-time contribution would be used to <br />create a trust fund from which annual payments would be drawn to help operate the plant.
