Protection of threatened and endangered species <br />associated with the preferred alternative would be provided <br />9ursuant to the conservation measures outlined in the biological <br />opinion issued by the Service and also in the BLM mitigation <br />9lan. <br /> <br />C. Wetlands at the Rock Creek site are of higher quality. <br />3ffects on wetlands and related wildlife values at the Wolford <br />Mountain reservoir site will be effectively mitigated. <br /> <br />D. Fishery resources at the Wolford Mountain site are poor <br />to nonexistent compared to the high quality fishery resources at <br />Rock Creek. The preferred alternative would enhance fishery <br />values by creating a flat water fishery and possibly a tailwater <br />fishery. The existing high quality stream fishery at Rock Creek <br />will be preserved. <br /> <br />E. The preferred alternative would have a beneficial impact <br />on local economic conditions. <br /> <br />F. Execution of the four-party agreement by the Secretarz <br />of the Interior, acting through Reclamation, is necessary for <br />intended use of the water for all alternatives evaluated with the <br />exception of the no action alternative. <br /> <br />G. The proposed substitution of water was determined to <br />have no significant environmental impacts to the Blue River, <br />either above or below Green Mountain Reservoir, or to the <br />reservoir itself. <br /> <br />H. With the no action alternative, neither the Wolford <br />Mountain Reservoir nor the Rock Creek Reservoir would be <br />available as an additional water supply for Colorado. <br /> <br />V. PUBLIC INVOLVEMENT <br /> <br />Public scoping meetings were conducted in July 1985 in Kremmling <br />and August 1985 in Yampa and Denver to identify major issues for <br />the EIS process. Public hearings were conducted in October 1987 <br />in Steamboat Springs, Denver, Kremmling, and Yampa to receive <br />comments on the DEIS. DEIS comments and responses are contained <br />in the FEIS. Public hearings were conducted in October 1988 in <br />Denver, Kremmling, Oak Creek, and Grand Junction to receive <br />comments on the Supplemental DEIS. Public hearing transcripts <br />were prepared. The comments, responses, and hearing transcripts <br />on the SDEIS are contained in the FEIS. <br /> <br />Five letters were received after the filing of the DEIS in August <br />1987, and the SDEIS in August 1988, that involve substantive <br />issues regarding the substitution agreement and several <br />
