Reclamation's decision was to execute the subject MOA that will <br />enable Denver to take delivery of water in certain years indirectly from <br />Wolford Mountain Reservoir through a process of substitution with Green <br />Mountain and Dillon Reservoirs. <br /> <br />Reclamation was a cooperating agency in the NEPA process that led to the <br />preparation and completion of the Rock Creek/Muddy Creek Final Environmental <br />Impact Statement (FEIS) in February 1990. The U.S. Forest Service (USFS) and <br />Bureau of land Management (BlM) served as co-lead agencies. The USFS was <br />responsible for management decisions involving a Rock Creek reservoir site <br />alternative and issued its ROD in February 1990. BlM is responsible for <br />decisions involving the Muddy Creek reservoir site (Wolford Mountain <br />Reservoir) and issued its ROD in March 1991. Other cooperating agencies in <br />the process were the U.S. Army Corps of Engineers, U.S. Fish and Wildlife <br />Service, and Colorado Division of Wildlife. <br /> <br />The MOA was executed by Reclamation on December 30, 1991.
