The amended ROD documents the impacts and mitigation of
allowing the Colorado River Water Conservation District to increase the planned water storage
capacity of the reservoir by 6,000 acre-feet.

During construction, a design change was made to the reservoir spillway. The design change was
based on a recalculation of the Probable Maximum Flood event for the Muddy Creek basin.
Redesign of the spillway allows an additional 6,000 acre-feet of water storage within the reservoir.
The increased storage capacity is located entirely within the area analyzed in the 1991 Environmen-
tal Impact Statement. Therefore, no additional "in basin" impacts were identified.

It was determined by the US Fish & Wildlife Service that increased water storage will result in
water depletions which may have an effect on endangered fish species located downstream, out of
the Muddy Creek basin, in the Colorado River. As a result, the Colorado River Water Conservation
District has reached an agreement with the US Fish & Wildlife Service to dedicate the entire 6,000
acre-foot pool to the endangered fish recovery program.
