Responsibility for establishing conditions under which a <br />substitution made possible by the agreement, referenced in Item <br />VI.A.I. above, will be implemented, and for ensuring appropriate <br />NEPA compliance if future substitutions or exchanges are <br />authorized which have impacts different from those disclosed in <br />the FEIS. The Colorado Water Conservation Board (CWCB) holds an <br />~nstrearn flow decree (87~fl293) for 50 cubic feet per second (cfs) <br />or the inflow into Dillon Reservoir, whichever is less, on the <br />Blue River below Dillon Darn. Approval of water substitutions by <br />Reclamation shall be contingent upon the maintenance by Denver of <br />a release below Dillon Darn to the Blue River of not less than 50 <br />cfs to a maximum 1,000 acre-feet in excess of the inflow into <br />Dillon Reservoir during the year following the request and <br />approval of such substitution. Additionally, Reclamation <br />oenerally maintains releases to the Blue River below Green <br />Mountain Darn at rates of discharge that are equal to or greater <br />than those incorporated in the instrearn flow decree (87CW299l <br />obtained by the CWCB. The decreed rates of discharge are 60 cfs <br />(May 1 through July 15) and 85 cfs (July 16 through April 30) <br />No water substitution will be approved that would cause the <br />releases from Green Mountain Darn to be less than the <br />aforementioned instrearn flows. <br /> <br />3. Responsibility for ensuring an annual public disclosure <br />of proposed Wolford Mountain Reservoir operations. This <br />disclosure can be provided in association with the annual public <br />involvement activities for the Ruedi Reservoir-Green Mountain <br />Reservoir endangered species conservation releases for instream <br />flows. The meetings will include concerned Federal, State, and <br />local government agencies, and other involved parties including <br />the public, water users, and special interest groups. Agency <br />input and public comments will be addressed within the <br />operational constraints, demands, and the flexibility of the <br />water management agencies. <br /> <br />B.
