' .' .. : ,- , . <br /> <br />/ <br /> <br />/ - :7-' <br /> <br />EXECUTIVE CH'AM8ERS <br />~ . <br /> <br />RICHARD 0, LAMM <br /> <br />]h';~.YEH. <br /> <br />Gov~rf1lJr <br /> <br />Final Report of the Planning Coordinating Council <br />to the Executive Director <br />of the Department of Natural Resources <br />Concerning "the Savery-Pot Hook Water Reclamation Project <br /> <br />On November 30, 1976, Harris Sherman, Executive Director of the Department <br />of Natural Resources, requested that the Governor's Planning Coordinating Council <br />review the major pol icy considerations with respect to the proposed Savery-Pot <br />Hook Water Reclamation Project. At that time, the Department of Natural Resources <br />was the lead agency In state government reviewing the Bureau of Reclamation's <br />Draft Environmental Statement on the Project. <br /> <br />In response to the request, the. Planning Coordlnatinq Counci 1 did agree to <br />review major policies and scheduled two lengthy review sessions. On December 13, <br />1976, the PCC met to obtain an overview of the Project whl ch was provided by <br />representatives from the Bureau of Reclamation and the Colorado Water Conservation <br />Board. On Friday, December 17, the PCC met to solicit views from a number of <br />interested parties. At that time, the Council heard testimony from eight individuals <br />concerning various aspects of the Project. Attachment A contains a 1 ist of <br />witnesses and other resource persons present at that meeting. <br /> <br />In order to be able to reflect on the technical aspects of the Savery-Pot <br />Hook Project, the pce obtained the services of a three-member technical panel. <br />This panel was made up of Dr. Will iam Lord, a natural resource economist at the <br />.Institute of Behavioral Science, Unlverlsty of Colorado; William Hillhouse, a <br />Denver attorney special izing in water law with Davis, Graham and Stubbs; and <br />~ Dr. Norman Evans, an agrlc~ltural engineer who Is director of the Environmental <br />Resource Center at Colorado State University and a member of the State Water <br />Quality Control Commission. Council members are grateful to those three <br />individuals who participated in all del iberations and continually clarified the <br />issues and assisted in sharpering the analysis. <br /> <br />During the course of the hearings and deliberations, the PCC dealt with <br />the following policy issues: <br /> <br />- Existence and Status of State Water Reclamation Policy <br />- The Perspective to be Embraced in a Council Review of the Project <br />- The Necessity for a Programmatic Environmental Impact Statement on <br />Colorado River Projects <br />- Agricul tural Policies and Cons iderations <br />- Major Impacts on Wildl ife <br />- Streamflow Considerations <br />- Social and Economic impacts <br />
