The approving action of the Board is evidenced by a motion which was duly made and adopted, which motion reads as follovrs: " "JUOOE HUGHES: I want to !.lake a motion, if I may, that the report of the Policy and Review Committee as contained in the Appendix A, being a letter signed by the director of this Board, vmo, it is my understanding, acted as chairman of the Policy and Revie~,Committee, Clifford H.
