The cost of constr:lction and perpetual operation and maintenance <br /> <br />of the Aspen' Reservoir shall be'a charge aEainst the projeoct and shall be <br /> <br />paid from project revenues or as otherwise provided by the. Congress of -the <br /> <br />Uni ted,.8.ta tes. <br /> <br />4. The Aspen Reservoir shall be cOl~pleted before any water is <br /> <br />diverted to Eastern Colorado by means of the project. <br /> <br />5. The prir.mry purpose of Aspen Reservoir is to furnish the water <br /> <br />required for the protection of Western Colorado TIater users in accordance <br /> <br />with provisions of Section 1, Chapter 191, Colorado Session Laws, 1943. <br /> <br />6. The replaceClent capacity of the Aspen lleservoir is that portion <br /> <br />" <br /> <br />of the total reservoir cQ"acity re'luired to protect existinG ri,:;hts to the <br /> <br />i <br /> <br />use of >later in iiesterr.
